The Goodhue County Board of Commissioners on Feb. 18 approved carryover requests from the 2024 budget totaling $1,735,111.
Theresa, a county finance staff member, presented the carryover request, telling commissioners that some items levied in 2024 were not paid by year-end because invoices were delayed or products were not delivered. Finance and administration reviewed the 2024 capital plan and operating budget and worked with department heads to prepare the request. The carryover request comprises $1,711,841 for capital items and $23,270 for operating items, a total of $1,735,111. Staff reported a net increase in the capital plan carryover requests over the original budget of $89,197.
Commissioners asked whether approval was essentially procedural. One commissioner asked, "Is this just a formality? I mean, if we don't approve it, it's gonna get paid next year or this year anyway, right?" Theresa and other finance staff said items already ordered likely will need payment but that some items would not be purchased unless carried forward. Staff and committee members said the formal approval documents the board’s awareness of the carryovers and fulfills audit requirements. The finance committee and county administration recommended approval.
A motion to approve the carryover requests was moved and seconded and the board voted to approve as presented. The transcript records the motion as carried; no roll-call counts were read into the record.
