City staff recommend Hawkins & Price low bid for CDBG Prairie Street sidewalk project

The city received two sealed bids for the Community Development Block Grant (CDBG) Prairie Street sidewalk improvement project and staff reported the engineer’s recommendation to award to the low responsive bidder.
Lori Sadler, purchasing, said the bid opening drew two bids and that the engineer, Griggs & Maloney, recommended Hawkins & Price LLC as the low responsive bidder at $455,950. Lori told the council the amount falls under the total grant allocation of $515,007.62 and noted change orders remain possible. She said the project was advertised on multiple online plan rooms, vendor registry and in a local newspaper and the bid deadline was extended two weeks to increase competition.
Why it matters: the project will be built with CDBG funds and the recommended low bid is within the grant budget, allowing the city to proceed to contract award subject to normal procurement and grant‑administration procedures. Council did not record a final award vote during the study session; staff presented the procurement summary for the consent agenda.
