Members who questioned the CPC funding cited competing CPA priorities and uncertainty over whether CPA is the appropriate source for design of recreational facilities that will likely rely on general fund debt for construction. One member said the project is "discretionary" and not a pressing capital need compared with housing and infrastructure projects. Another noted previous recreation projects (for example, tennis courts) have been funded from the general fund and suggested the town could rely on debt or general fund support for construction if the design proceeds.
Supporters argued the $300,000 design allocation is a relatively small upfront investment that preserves momentum for a project that has been discussed for many years (the action sports component has been under consideration for about a decade, proponents said). Several members said design documents usually retain utility for multiple years even if construction is deferred.
