Needham CPC refines trail-signage presentation after Finance Committee questions

Needham — The Community Preservation Committee discussed Article 21 (Needham Conservation Department — Trail Signage Improvement) on April 2 and advised presenters to simplify the Town Meeting slides, keep detailed budget breakouts as backup and bring physical sign samples for display.

The committee said Finance Committee members had asked whether the project was funding trail maintenance or signage only; presenters and staff clarified that maintenance is a separate budget item and maintenance alone is not an eligible CPC-funded category. The trail-signage project includes construction of signage and kiosks and a modest materials line for volunteers to install minor walk improvements at selected locations.

The committee reviewed materials and asked presenters to remove or hide a slide (slide 6 in the deck) that had raised confusion at the Finance Committee meeting because it mixed trail maintenance items with the signage budget. The CPC recommended moving the detailed budget slide to the end of the deck and displaying it only if asked; presenters should prepare a slightly more detailed backup budget but not lead with it in the 3- to 5-minute Town Meeting presentation.

Materials and construction details Committee members confirmed the signs are an aluminum-composite sandwich (aluminum, polyethylene, aluminum) and said the project will order thicker panels for durability. The select board had suggested bringing physical sign samples to Town Meeting so voters can see the product in person; the CPC agreed with that suggestion and asked Lauren to coordinate logistics so samples are available at Town Meeting.

Budget and contingency Members suggested presenting the project as a single-line total (one attendee suggested “a $104,000 project”) for the slide and only drilling into the line-item breakdown if Town Meeting members ask follow-up questions. The CPC asked the presenters to add a brief contingency explanation in the backup slide, noting that escalation and tariffs may increase material costs and that contingency is normal for improvement projects.

Ending The CPC reached consensus to keep the detailed line-item slide available but hidden at the end of the deck, present a simple total-cost slide in the initial presentation and have backup breakdowns available for any town member questions. Presenters were asked to provide the more detailed budget backup to staff in advance so it can be posted with Town Meeting materials if needed.
