Conway School District waiver to exceed cooperative purchasing threshold approved for summer renovation

Doctor Jeff Collum, superintendent of Conway Public Schools, and Shasta D. Wagner, chief legal officer for Conway Public Schools, asked the committee to approve a waiver to exceed the cooperative-purchasing aggregate amount for construction services under Arkansas Code Annotated § 19-11-249(d) for renovation of the Bob and Betty Courtway (transcript spelling) elementary school. Wagner told the committee the work is planned to start when students leave in May and finish before they return in August.
Wagner read the statutory basis in the request: the district asked to “exceed the cooperative purchasing for construction services aggregate amount in accordance with Arkansas code annotated 19 11 2 49, D.” Superintendent Collum said the district’s maintenance team “has done an an incredible job” providing labor and parts where possible to limit expense and noted the project had already been delayed a year; the district presented documentation in its packet and answered committee questions about using local vendors.
A committee member commended Conway Public Schools for following the legislative council process and said they appreciated the use of local vendors; the committee approved the waiver after a motion and second, and the chair announced “Ayes have it.
