The Enterprise City Council voted to adopt updated personnel rules and regulations, replacing a prior ordinance and codifying changes to the employee handbook.
The ordinance (03.18.25A) was adopted at the meeting; staff said the update clarifies benefits and administrative procedures. City Administrator Jonathan Mayer told the council the changes are not intended to reduce current employees' benefits. “The answer is no. So this will not impact any current employees to their detriment,” Mayer said, and added the revisions include changes that will benefit employees hired going forward, such as shortening the time to earn additional vacation from 10 years to five years and clearer bereavement and leave rules.
Councilmembers voted to adopt the ordinance after a brief discussion. Staff said the handbook language was drafted to improve manager accountability, provide clarity for employees and simplify processes for common personnel events.
Mayer said managers and employees were consulted during the drafting process and that staff would provide further guidance to departments as policy roll‑out begins.
