HB1808: Firefighters' rights framework
Sen. Clark Tucker presented House Bill 1808, which establishes a permissive "firefighters' bill of rights" as a framework for municipal adoption. Matthew Stellings of the Arkansas Professional Firefighters told the committee the measure provides guidance on internal investigations and disciplinary procedures, especially for smaller departments that lack formal internal-affairs structures. The committee passed HB1808 by voice vote.
Wine-shipping bill deferred
Sen. Bart Hester presented legislation (identified in the hearing as 1476) to broaden mail shipping of wine to consumers and to allow wine-club shipments under specified ID checks. Committee members raised concerns that small, local wineries had not had adequate notice to testify.
