Committee passes cleanup amendment to expand earlier regulatory relief to small restaurants

Senator Missy Irvin (District 24) and Representative Carol Dolby (District 100) presented SB523 to a House committee as a follow-up to an earlier measure that eliminated a regulation affecting a large restaurant chain. The bill's sponsors said members asked that the same relief be extended to small business owners, and the current measure does that.
Irvin told the committee the earlier change was intended to remove a "meaningless regulation" that impeded growth for a chain; the amended bill applies the same fix to small restaurants. An amendment containing minor wording changes requested by the Alcoholic Beverage Control agency (ABC) was distributed and adopted on the record. "All this is is some clean up language that ABC wanted to get in this bill," Representative Dolby said; she and Irvin said the changes did not alter the bill's substance.
After adoption of the amendment, a motion to pass the bill as amended carried and the chair announced, "Congratulations your bills passed." The sponsors said the amendment was intended for technical cleanup only and repeated that the bill extends the previously approved regulatory change to small business restaurant owners.
