Sumner County committee approves draft fundraising policy for libraries, asks staff to create approval form

The Sumner County Bylaws and Policies Committee voted April 2 to advance a draft fundraising policy for the county—s public libraries, asking staff to incorporate edits and create a standard approval form for library fundraisers.

Committee members said the policy aims to balance local control by Friends groups and foundations with county oversight and legal requirements. The committee moved to accept the draft "with corrections" and asked staff to present a standardized form at the next Bylaws and Policies meeting.

Why it matters: The policy sets rules for how local volunteer groups may raise money using library names and premises, how funds are reported, and which groups may solicit on library property. Committee members and members of the public said the rules affect how quickly Friends groups can run fundraisers and how donated funds may be used.

Members of the public told the committee they favor local discretion for library Friends and foundations. Emily Goddard, introduced as a resident, told the committee, "I fully support and recommend that the community libraries, their directors, and their grants group maintain discretion regarding fund riches and expenditures of those funds." Charlene Omila, also speaking as a resident, said she had "concerns that the library board is accepting a lot of legal responsibility and possible liability that probably shouldn't go before the county commission." Rick Grens, speaking during public comment, said a rule requiring Friends fundraisers to wait for board approval "has to wait whenever your next meeting is the board meeting in order to get approval. And that can stifle a lot of growth and funding for the library."

Committee discussion focused on several recurring points: (1) distinguishing funds raised by Friends/foundations (501(c)(3) groups) from donations that must be accepted by the county commission; (2) whether funds raised for one library can be used by another; (3) where fundraising may occur (on library premises, online, or off-site) and how the library name may be used; and (4) the operational need for a one-page form so routine, annual or repeating fundraisers would not need repeated approvals at every committee meeting.

The committee agreed the policy should require Friends and foundations to report gifts to the library board within 30 days and to obtain any permits required for raffles or sales. The committee also clarified the draft should exclude political or civic fundraising by outside groups on library property unless specifically approved.

Action: The committee voted to accept the fundraising policy as amended, to direct staff to create a standardized fundraising form (covering campaign purpose, start/end dates, financial procedures and publicity), and to return the revised policy and form to the committee for presentation to the full county board. The motion was moved and seconded and carried by voice vote.

Next steps: Staff will draft the one-page approval form and the revised policy language and present both at the next Bylaws and Policies Committee meeting for final review before forwarding to the full Sumner County Commission.
