The House Climate, Energy and Environment Committee voted to move House Bill 3747 to the House floor with a due-pass recommendation and referred the measure to the House Committee on Revenue by prior reference.
Committee staff summarized the bill as establishing a refundable income tax credit for the purchase of battery energy storage systems and solar photovoltaic electric systems for tax years beginning Jan. 1, 2026, and before Jan. 1, 2023 (the transcript text lists those dates; legal staff will reconcile the effective date language). A fiscal impact statement and revenue impact statement were noted as issued; there was no amendment pending in committee.
Vice Chair Gamba moved the motion to forward the bill. The committee called the roll and Chair Lively announced that the motion carried.
Why it matters: supporters said the measure would incentivize on-site clean electricity and storage investments through the tax code, which can alter investment decisions by households and businesses.
Next steps: the bill will proceed to the House Revenue Committee for review of tax language and fiscal impacts and then back to the floor.
