Herriman City Planning Commission voted April 2 to recommend City Council approve a general-plan amendment and a master development agreement (MDA) for the city‑owned Big Bend Cove parcel.
The commission’s recommendation would change the property’s future‑land‑use designation from “civic and community” to neighborhood residential, and endorse an MDA to allow the proposed subdivision. Lauren, planning staff, said the change was possible because “the fire station was actually just moved to about a block south of this,” so the site is no longer needed for civic use.
Why it matters: the change clears a small, northern Herriman parcel for residential development instead of a civic use shown in the current general plan. The property is city‑owned, staff said, and engineering found no technical objections.
What the commission approved: staff’s packet described a conceptual plan of 11 lots on 2.5 acres. Commissioners opened and closed the public hearing with no public speakers. Jackson moved to recommend approval of the general plan amendment with staff recommendations; Forrest seconded. The roll‑call vote was unanimous in favor (Forrest, Jackson, Heather, Tara, Darrel, Andrea).
On the MDA (item 4.2), staff and the developer said the proposal uses a master development agreement as the vehicle to allow private roads and minor deviations that would otherwise be handled in a PUD. Commissioners noted the proposed private hammerhead turnarounds could be shortened to reduce asphalt for long‑term maintenance. Jackson moved to recommend approval of the MDA with staff comments and an additional recommendation to “recommend minimums for asphalt at the hammerhead,” and Heather seconded. The commission again voted unanimously to forward a positive recommendation to council (Andrea, Darrel, Tara, Heather, Jackson, Forrest).
Commissioners and staff emphasized that their votes are recommendations; City Council will make final decisions.
Next steps: The recommendations will be considered by City Council at a future meeting. If the council approves, the MDA would guide detailed subdivision and construction approvals.
