Council to consider supplemental agreements for energy‑saving upgrades at Public Safety building and City Hall

Redmond staff presented two energy‑savings performance contracting (ESPC) items on April 1 and asked the Committee of the Whole to place supplemental construction agreements on the April 15 consent agenda: (1) a supplemental agreement with McKinstry Ascension for Public Safety Building Phase 2 upgrades (HVAC and controls) and (2) a supplemental agreement with Integrity Energy Services for an LED lighting retrofit at City Hall.
Deputy Director Vangie Garcia and engineering supervisor Eric Dawson described the Public Safety audit findings: outdated equipment that is costly to maintain and less energy efficient, and the need for an enhanced control system. Dawson said the contractor proposes a guaranteed maximum price tied to guaranteed energy savings and that the contractor will monitor the building for at least one year to verify savings against the audit baseline. Dawson estimated the existing building was built around 1990 and said upgrades will improve efficiency and reduce maintenance.
On the City Hall lighting project, staff said the project will replace fluorescent fixtures with LEDs and install a more capable lighting control system; because the project focuses on replacing fixtures rather than simple bulb swaps, it required an additional $40,000 over the earlier estimate to complete the higher‑end package. Staff said most installation work will be scheduled on swing shifts and that they will provide week‑to‑week notices to staff about where work will occur.
Staff noted the committee packet included the audits and proposals but omitted two interagency and funding authorization forms; staff said they will email those two documents to council members before the next meeting to keep the items on schedule for April 15. With no committee objections, staff will place both supplemental construction agreements on the April 15 consent agenda.
