Redmond committee moves Safer Streets action plan to consent; staff will apply for Safe Streets for All grant for demonstration pilots

Redmond staff told the Committee of the Whole on April 1 they consider the Safer Streets action plan complete and ready for council adoption and asked the committee to place the final plan on the April 15 consent agenda.
Michael Hintz, presenting for transportation, said the plan incorporates feedback from leadership, staff and the community and that the two‑week public comment period from Feb. 25 to March 11 produced limited input focused on the city’s no‑right‑on‑red policy. He said the plan acknowledges that policy and would apply it where it provides the greatest safety benefits. Francesca Liberty added that staff will continue coordinating with communications, public works and the police department on a communications plan for speed cameras, distracted‑driving messaging and infrastructure changes.
Hintz said the city plans to apply for the federal Safe Streets for All (SS4A) Notice of Funding Opportunity. The SS4A NOFO includes a category for supplemental planning and demonstration activities; demonstration activities would be temporary pilot improvements (examples staff cited included mini roundabouts, raised pedestrian crossings and quick‑build bike lanes) that would undergo pre‑ and post‑evaluation to inform any permanent installation.
The committee discussed reconvening the cross‑departmental safety task force in the fall to plan implementation and whether a councilmember could sit on that task force; staff said it would be appropriate to allow council participation. With no objections, the committee agreed to place the Safer Streets action plan on the April 15 consent agenda.
