Lake Placid CRA approves phased contracts for Interlake Streetscape, transfers $10,000 from parks budget

The Placid Community Redevelopment Agency on Tuesday approved phased contract awards for the Interlake Streetscape project and authorized a $10,000 transfer from a parks line item to the streetscape budget.

The CRA voted to award RFP LP2025-3 by phase: Phase 1 (removal and site preparation) to Robin's Nursery; Phase 2 (irrigation installation) to DC Irrigation; Phase 3 (paver placement) to Ibanez Gardens; and Phase 4 (final installation and mulching) to Robin's Nursery. Council member Hayes moved the contract-award motion and Board member Hartsell seconded it. The roll call vote in favor was recorded as Council member Hayes, Council member Worley, Council member Eberhard and Board member Hartsell.

The board discussed bid structure and pricing. Council members and staff noted some vendors submitted lump-sum bids while others provided line-item pricing by phase. Council member Hayes reported a tally of $37,317.85 if the board accepted the recommended mix of vendors (Robin's Nursery plus Ibanez Gardens and DC Irrigation). Staff also noted that selecting a single vendor for all four phases (TWQ) would be about $3,000 more than phasing the work across recommended vendors, while using an alternative local bidder (LG Bridal Company) would increase the cost by about $7,000, based on the RFP responses provided to the board.

Following the contract approvals, the CRA approved a motion to transfer $10,000 from project line item 103-541-600 (parks: Dow Hall parking and sidewalk) to the Interlake Streetscape project to help cover the streetscape costs. Board member Hartsell moved the transfer and a second was recorded; the roll-call vote on the transfer was recorded in the affirmative by the same four members.

Staff was authorized to proceed with contract negotiations “in accordance with their submitted proposals and the town's procurement policies and procedures.” The motion as read into the record stated: “I move that the CRA council board approve the phased contract awards for the Interlake Streetscape project, RFP number LP2025‑3, as recommended, awarding each phase to the following vendors: Phase 1, removal and site preparation, Robin's Nursery; Phase 2, irrigation installation, DC Irrigation; Phase 3, paver placement, Ibanez Gardens; Phase 4, final installation and mulching, Robin's Nursery. I move to authorize the town administrator to proceed with contract negotiations in accordance with their submitted proposals and the town's procurement policies and procedures.”

The board also reviewed supplemental details submitted with the proposals, including site-preparation line items from Robin's Nursery (service labor entry noted at $7,800 plus disposal fees) and a larger plant-only line on Ibanez’s quote ($42,820 in plants that did not include removal or irrigation). Staff said they had performed vendor checks, reviewed photos, and tried to confirm responsiveness and prior work in the region.

The CRA directed staff to follow standard procurement and negotiation steps, and to return to the board with finalized contract documents as required.
