The Senate Institutions Committee discussed Thursday the funding status for Department of Corrections Wi‑Fi and related information-technology modernization.
Committee staff noted the Wi‑Fi request is "a little bit more than a million" out of a larger $3 million package and that it was not clear whether the Department of Corrections budget or the Agency of Digital Services (ADS) modernization fund would provide the money. Isaac, policy director, told the committee the proposal "was our understanding that it would go to ADS's IT modernization fund. And this would be a million in general fund dollars."
Members said the late timing in the budget process contributed to the uncertainty: the proposal "didn't come over in our budget" and budget negotiators left funding questions to later conversations with Senate appropriations. Committee members expressed support for the upgrade but noted scheduling and resource constraints across the capital and modernization budgets.
There was no committee vote. Members asked staff to continue coordinating with ADS, the Department of Corrections and appropriations staff to identify a funding plan and to report back.
