Council approves $37,500 amendment to Arts District BID consultant contract; process for BID formation clarified

The City Council voted to approve Modification No. 1 to contract 24082-SK with Centro Inc. to resume consultant work on exploring a Business Improvement District (BID) for the Las Vegas Arts District. The amendment increases the consultant authorization by up to $37,500 from the General Capital Projects Fund (Ward 3).
Economic and Urban Development Director Zena Babsky briefed the council on the work completed to date and explained the consultant will resume meetings with the BID steering committee and continue stakeholder outreach. "This consultant was hired to help with the exploration of a possibility of establishing a BID in the Arts District," Babsky said, noting the consultant had engaged local stakeholders before the original contract lapsed and that Centro has experience establishing BIDs nationally.
Councilwoman Olivia Diaz asked for the item to be pulled from consent to clarify the process. Babsky and Diaz emphasized the city is not the petitioner for a BID: property owners in the proposed BID area will be asked to sign a petition; if a majority of property owners by assessed value support the BID (over 50 percent), staff would bring a petition and ordinance forward for council consideration.
Council moved to approve the contract amendment and the motion passed. City staff said the consultant will continue stakeholder meetings and, if property-owner petition thresholds are met, the formation petition will be brought to council for consideration at a future meeting.
