The Middletown City Historic Commission on March 20, 2025, approved a Certificate of Appropriateness for a new backyard fence at 406 Highland Street, voting four in favor and none opposed.
Staff told the commission the house at 406 Highland Street was built in 1957, sits on just over a half-acre lot and has roughly 1,700 square feet of interior space; it last sold in October 2022. The proposed fence is a 4-foot-tall Kentucky-veil fence that will attach to a neighbor’s fence. The applicant informed staff there has not previously been a fence at the property.
Applicant Karen Nichols Goff, who identified herself under oath and said she lives at 406 Highland Street, told the commission she wants a fenced backyard “we just got a puppy, and we wanna allow him to have some space to run and have fun.” There were no public comments in support or opposition.
After brief discussion, a motion to approve the application as submitted carried. Commissioners Roger Daniel, Matthew Dixon, Andy Brickler and Gabriel Shawnlin recorded “yes” votes. The commission noted the applicant has one year to submit the required zoning permit should the COA be approved, and that appeals of COA decisions may be filed with the Planning Commission within 30 days of receipt, per the Middletown Development Code.
The commission did not add conditions to the approval. The applicant was told she may remain but was free to leave after the vote.
