Council adds PFC funding to engineering contract for jet-bridge design work

The Transportation & Mobility Committee approved Ordinance 238-2025 to amend an existing general engineering and design-services contract to add sub-fund 6126 (Passenger Facility Charges) as an allowable funding source for engineering work tied to passenger boarding-bridge projects at Cleveland Hopkins International Airport.
Assistant Director Christine Gilmartin explained the change is needed because the department’s PFC application — previously approved by the Federal Aviation Administration — includes new boarding-bridge work. The general engineering contract performs surveys, appraisal and foundation/base work; adding PFCs to that contract allows the city to charge those engineering expenses to the approved PFC project when seeking reimbursement from the FAA.
Council members asked why the sub-fund was not included when the contract was entered in 2023. Gilmartin said it was an omission at the time and that the engineering contract performs many different tasks; the amendment ties specific jet‑bridge engineering tasks to the approved PFC project so the costs can be correctly charged.
The committee voted to approve Ordinance 238-2025. Staff said the engineering contract will perform foundation and related base work necessary for future boarding-bridge installation; the actual purchase and installation of bridges is handled under separate legislation.
