Committee advances cosmetologists and aestheticians bill with board-backed amendments

The Senate Workforce Development Committee advanced House Bill 1126 with amendments incorporating proposed changes from stakeholders and the Board of Cosmetology. Committee members said the board’s amendment includes changes from a separate sponsor’s proposed amendment and refines language describing where certain facility staff may be included.
Committee members discussed the scope of the amendment, including language specifying licensed nursing home facilities, basic care facilities and licensed assisted living facilities as covered entities for certain provisions. The amendment also creates a legacy licensure status for individuals with 45 years of experience, placed in section 32 of the draft amendment.
Senator Bloomquist’s amendment was moved and seconded, and the clerk recorded a unanimous roll call approving the amendment. Committee members noted the bill carries a fiscal note tied to special fund revenue to cover Board of Cosmetology costs; no general-fund appropriation was required. After committee discussion that the measure was primarily board housekeeping, a motion for a due-pass recommendation as amended was made, seconded and carried unanimously.
Committee members said the amendment principally collects previously proposed language, clarifies facility terminology (the board’s language used "basic care facilities"), and adds the legacy licensure provision. No appropriation request was required because the Board’s special fund revenue is expected to cover the administrative costs identified in the fiscal note.
The committee voted to advance the amended bill with a due-pass recommendation to the Senate.
