Committee counsel said the bill inserts a definition of “secretary” for the West Virginia Hospital Finance Authority to clarify who would serve on that board. Counsel explained the need for the bill stems from a 2003 reorganization: House Bill 2006 in February 2003 replaced the term “director of the state department of health” with the word “secretary,” leaving “secretary” undefined in current code. Counsel said HB 3277 would insert a definition for “secretary” into the relevant code section and that a technical committee amendment would update a chapter reference from chapter 16 to chapter 16B to reflect last year’s transfer of licensure provisions to chapter 16B.
Counsel described the amendment as technical in nature and said there was no fiscal note. The agency affected is the West Virginia Hospital Finance Authority; the measure would take effect in 90 days, counsel said. With no further discussion, committee members adopted the amendment by voice vote. The vice chair moved the bill be reported to the full Senate with a recommendation that it do pass as amended; the chair called the voice vote, declared the ayes had it and the motion was adopted.
