The engrossed bill creates a new section in chapter 5-02 of the North Dakota Century Code and amends NDCC §5-02-10 regarding the time frame to file a complaint and related penalties.
The sponsor said the measure responds to incidents where bar owners were unable to preserve evidence after a late-filed complaint involving alleged use of fake identification; the committee considered but rejected mandatory ID scanners as cost-prohibitive and instead focused on improving statutory clarity and due-process timing for enforcement and complaint handling.
The Judiciary Committee voted 7-0 in favor of the amendment and recommended passage; the floor vote was recorded 47 ayes, 0 nays.
