A Senate committee adopted a scribe-and-insert amendment and reported House Bill 3156 to the full Senate clarifying separation of financial-service duties between the executive and legislative branches. The bill addresses the Department of Administration's shared services section, which provides accounting and financial reporting services for executive-branch agencies.
Committee Counsel told members the scribe-and-insert deletes language that had created an exemption for the Legislature and instead states explicitly that the shared-services section "does not apply to the legislature." Counsel described the change as a clarification of current practice; the Joint Committee on Government and Finance already provides financial services for both houses, counsel said.
Senators asked whether the change altered day-to-day operations; counsel replied it was a clarification only. The committee adopted the scribe-and-insert by voice vote and reported the bill to the full Senate with a recommendation that it pass as amended.
