The St. Helens City Council on April 2 considered awarding the Belton Sewer Step System capacity study (Project S685) to Graylyn Engineers but did not finalize the award after several councilors said the packet lacked sufficient information about scope and price.
A motion to award the contract was made and seconded, and discussion followed. Several councilors said the city’s in‑house engineering staff might be able to analyze capacity or provide more context before hiring an outside consultant. One councilor said that, based on existing internal data, an internal evaluation could avoid what the speaker characterized as several hundred thousand dollars in outside study costs.
Council members also discussed technical aspects of the sewer main, describing it in the meeting as a pressurized 2‑inch line with a finite number of possible hookups. Multiple councilors asked for confirmation from public works and the city engineers on capacity figures before making a final decision.
Rather than proceed to an award, councilors voted to withdraw or reconsider the pending motion and asked staff to return the item as an agenda presentation with additional information from public works and qualified city engineers. No final contract was authorized at the April 2 meeting.
