Committee approves broker and manager contracts for proposed captive program; procurement report addendum accepted

Jill Thayer of the Bureau of Legislative Research presented a broker and consulting services agreement between the bureau and Stevens, noting the contract reflects terms previously presented and is contingent upon passage of the underlying legislation. Thayer said, “This contains all the terms that you saw in their presentation. It is contingent upon passage of the legislation.”
Representative Rice moved to approve the Stevens contract and to authorize the Bureau of Legislative Research to sign the contract to the Department of Transformation and Shared Services on July 1, 2025; committee members agreed and the motion carried.
Thayer also presented a draft Master Management Services Agreement with Willis Towers Watson to serve as the captive manager if the legislation passes. The contract was described as complying with the RFP response and presentation; the committee moved to approve and authorize BLR to assign the contract through the Department of Transformation and Shared Services on July 1, 2025. The motion carried.
Marty Garrity of the Bureau of Legislative Research introduced an addendum to a consulting-services procurement study. Garrity said the addendum clarifies language about political subdivisions’ voting and matches language in the bill being drafted. The committee accepted the addendum without objection.
The contracts and addendum were presented as contingent on the legislature’s passage of the captive-program legislation; the transcript records committee approval motions but does not record roll-call vote tallies.
