Legislative Bureau contracts for proposed captive program approved; procurement addendum accepted and contract extensions authorized
Summary

The House Public Health, Welfare and Labor Committee approved a set of Bureau of Legislative Research (BLR) procurement and contract items, including a broker and consulting services agreement with Stevens and a master management services agreement with Willis Towers Watson, both contingent upon passage of pending legislation establishing a captive program.
Jill Thayer of the Bureau of Legislative Research presented the broker and consulting services agreement between BLR and Stevens, saying the agreement “contains all the terms that you saw in their presentation” and is contingent on passage of the legislation. Representative Rice moved to approve the contract and to authorize BLR to sign the contract to the Department of Transformation and Shared Services effective July 1, 2025; a second was recorded and the motion carried on voice vote.
Thayer also presented a draft master management services agreement with Willis Towers Watson as the proposed captive manager, again contingent upon the legislation. A motion to approve and authorize BLR to assign the contract through the Department of Transformation and Shared Services on July 1, 2025 carried on voice vote.
The committee accepted an addendum to a procurement-study report to align report language with current draft legislation. Marty Garrity of the Bureau of Legislative Research presented the initial report from Olsburg SPI on a film production study (see separate article). The committee also approved a three-month extension to the CASA consulting contract so contractors can complete training and related activities tied to pending rule changes; the extension was approved by voice vote.
All BLR contracts presented were described as contingent upon passage of related legislation; fees and specific contract terms were discussed as matching prior presentations to the committee.
