Committee approves broker and manager contracts for proposed captive insurance program, contingent on legislation

Jill Thayer of the Bureau of Legislative Research told the committee that members had previously selected Stevens to serve as broker for a new captive program and Willis Towers Watson as the proposed captive manager. Thayer said the broker agreement and the master management services agreement in committee packets contain the terms previously presented and are both contingent on passage of the legislation creating the captive program.

"This contains all the terms that you saw in their presentation. It is contingent upon passage of the legislation," Thayer said while presenting the broker and consulting services agreement with Stevens. She noted the fees are as previously presented and declined to go into detail because the committee was short on time.

Representative Rice moved to approve the Stevens broker contract and to authorize the Bureau of Legislative Research to sign and assign the contract to the Department of Transformation and Shared Services on July 1, 2025; a second was recorded but not named in the transcript. The committee approved the motion by voice vote; the record shows "motion carries." Later, Thayer presented the draft master management services agreement with Willis Towers Watson, also contingent on passage of the legislation. A motion to approve that contract and authorize the same assignment to the Department of Transformation and Shared Services on July 1, 2025 passed by voice vote.
