Thayer also presented a draft Master Management Services Agreement between BLR and Willis Towers Watson, which the committee selected to be the captive manager. Separately, Thayer presented an addendum to a Consulting Services report on a procurement study, describing a recommended language clarification that matches the bill drafting. The committee accepted the addendum without objection.
