Vice Chair Millhouse gave a status update April 2 on the bylaws committee’s work to align PCAC’s bylaws with the Board’s Policy 1,500 and to clarify governance expectations.
The committee reviewed the bylaws line‑by‑line and proposed edits that include: a requirement that voting members appear on camera during meetings when votes are taken, clearer language on confidentiality and the limits on what advisory members may share publicly, removal of ambiguous language that suggested unspecified additional positions, and consistency edits to reflect Policy 1,500.
Millhouse said the committee has compiled tracked changes and will send the draft to committee members for review prior to spring break; the full council will receive the document for comment and is expected to vote on bylaw changes at the May meeting. The committee clarified the review workflow: policy committee members will have edit access; other PCAC members will be able to comment but not edit to preserve formatting and version control.
Council members asked about review time; Millhouse said the target is to be ready to discuss and vote at the May meeting and asked members to submit suggested edits in advance.
The committee noted it will present the final recommended edits to the whole council and then forward any approved bylaw changes to the Board of Education.
