The Muskego City Plan Commission on April 2 held a public hearing and renewed a conditional-use grant for Payne & Dolan to continue mining and processing sand and gravel and to retain approval for the potential use of an asphalt plant at the northwest corner of Crowbar Road and Janesville Road.
The renewal is an annual review required under the city zoning ordinance and the company's original approval conditions. Adam (staff member) described the item as "our annual review for Payne and Dolan," saying the site was "clean, kept well within compliance" and noting the city holds the required reclamation bonds on file. He added the annual review provides an opportunity for public comment.
Brianna Buckles, a Payne & Dolan representative, told the commission the company received no complaints during the review period and described how Muskego's asphalt plant served as a contingency during the Interstate 894 paving project last year: "We actually ran all of the night work out of our Waukesha asphalt plant and then had the Muskego asphalt plant as backup," Buckles said, adding the Muskego plant only performed a test strip and was not needed for full production. She said the company plans to follow the same notification process if the same arrangement is used this year.
No members of the public spoke against the renewal during the hearing. The commission closed the public hearing and placed the renewal on the consent agenda, where it passed as part of the recorded approvals.
The renewal does not change the substantive conditions attached to Payne & Dolan's site approval; staff reported no outstanding compliance issues at this annual check-in.
