The Jefferson County Commissioners Court on Tuesday approved a slate of routine purchasing, contract and administrative items and approved one replat in the Interstate 10 Industrial Park while tabling several items for later review.
On purchasing matters the court received and filed bids and approved contract actions that were shown in meeting attachments: an invitation for bid for automobile rental concessions at Jack Brooks Regional Airport; award and acceptance for an emulsion storage tank for Jefferson County with Warren Power attachments (DBA Total Patcher); a term contract award for gran-a limestone with Texas Materials (a CRH company), Vulcan Construction Materials LLC and Modern Concrete Materials LLC; and a first one-year renewal for a mowing term contract with Third Coast Companies LLC covering 03/04/2025 to 03/03/2026. The court also approved the first one-year renewal of a cafeteria services term contract with Honeybee Keepers LLC DBA Honeybee Courthouse Cafe from 02/28/2025 to 02/27/2026.
The court approved Change Order No. 1 for the Junction County Doggett Park Midway Rehabilitation with Texas Materials to add geotechnical quality-assurance testing for $35,000, increasing the project total from $1,482,042.80 to $1,517,042.80. The court also approved disposal of scrap property to be transported to a metal salvage company and sold, with proceeds to be returned to the county.
Under auditor items, the court received and filed the Jefferson County Juvenile Probation Department audited financial statements for the year ended Aug. 31, 2024. The court approved regular county bills (checks listed in the meeting packet) and approved certificates of completion filed by Kate Carroll for ethics, educational cybersecurity and public information training required of the county tax assessor.
The tax office presented two erroneous-overpayment refunds approved under Texas Property Tax Code Section 31.11: $3,272.66 to Express and $3,022.91 to American Real Estate Relocation Department. A commissioner asked that future agenda materials include brief explanations for tax refunds so the court can see why refunds were issued; staff said they would provide that information going forward.
Engineering reported that the replat of Reserve A, Interstate 10 Industrial Park into Lot 19 met Jefferson County planning requirements; the court approved the replat, which lies off Industrial Parkway in Precinct 4 and within the City of Beaumont extraterritorial jurisdiction (ETJ). Another engineering item was tabled.
Two agenda items were explicitly tabled: engineering item b (the energy engineering report) and auditor items b and c, which the auditor said were being held because of matters discussed in closed session earlier that day. The meeting closed after the court completed its regular agenda.
No individual roll-call vote tallies were read into the record for the consent and purchasing approvals shown in the transcript; most approvals were recorded by voice vote with commissioners responding "Aye."
