Jefferson County Commissioners carry unanimous votes on contracts, refunds and abatement correction; honor retiring corrections captain

The court awarded an invitation-for-bid for automobile rental concessions at Jack Brook Regional Airport to Avis Rent A Car Systems LLC (DBA Avis and Avis Budget) and Payless (as named) and approved a separate amendment to a county janitorial services contract that removes services for the Precinct 1 Service Center at 20202 West Highway 9 in China, Texas, effective March 25, 2025. The court also approved disposition of scrap metal property to a metal salvage company under the authority of the Local Government Code §263.1523.
County auditor items approved or received and filed included a budget transfer for demolition and replacement camera costs in the tax office ($22,684), a budget transfer for Mosquito Control to cover a required King Air overhaul ($25,850), receipt of the Jefferson County annual comprehensive financial report for the fiscal year ending Sept. 30, 2024, and monthly financial and operational statements through Feb. 2025. The court also approved applying for a TxDOT 2026 Texas Safe Pro Program grant for Oct. 1, 2025–Sept. 30, 2026, noting a required 20% local match.
The court approved a mutual interlocal agreement with Spindletop Center and Jefferson County to use Health and Human Services Commission grant funds for construction of a jail diversion facility and received other audit reports, including a federal single-audit for the fiscal year ending Sept. 30, 2024.
Under the tax office docket, the court approved a series of erroneous or overpayment property-tax refunds under Property Tax Code §31.11: Brady Craig Couch Sr. ($7,041.55); Frog Industry LLP ($3,000); Martin’s Product Sales ($3,681.94); Amanda R. The court recorded a motion and a unanimous vote for these refunds.
The court approved a resolution recognizing Bruce P. Minner for 32 years of service to the Jefferson County Sheriff’s Office Correctional Facility. Minner addressed the court at the podium, saying, “The people that don't know what corrections is like cannot fathom what we go through on a daily basis. We are the unsung heroes and I'm honored to have worked for the county.” The court presented Minner with a flag and read a resolution summarizing his roles and duties over his tenure.
The court authorized the county judge to execute an amended tax-abatement agreement between Jefferson County and Spindle Top LLC to correct a ministerial omission and attach the proper abatement schedules for phases 3 through 5. The court stated the amendment merely adds the missing schedule that staff had previously failed to attach and carried the motion unanimously.
In land-use business, the court approved a replat of Lots 11 and 16 of Industry Site Section 1 of Industry City (Beaumont) into Lots 11A and 16A; the county engineer reported the replat met Jefferson County replatting requirements. The court received the county treasurer’s investment schedule for February 2025.
