The Town of Norwood Community Preservation Committee reviewed a draft grant agreement on March 26 for a Washington Heights housing authority roof-replacement project and agreed to send the draft to Town Counsel for comment before voting to finalize the agreement.
Kristen (CPC staff) said the draft follows the template used previously for the Nahant Village project and includes indemnification language suggested by Town Counsel that protects the town. She described the proposed reimbursement process: "the housing authority will pay the bill and then submit for a reimbursement," leaving the CPC to process the reimbursement rather than pay vendors directly.
Committee members asked whether the CPC or the Select Board should be the signatory on the final agreement. John Hall and others noted precedents vary: some grant agreements have CPC as the signatory, while other projects used the Select Board or the Town. Members requested clarity on who will approve invoices and whether CPC retains control over invoice review if another party signs the agreement.
The committee directed staff to send the draft to Town Counsel for review and to place the revised agreement on the April 9 agenda for possible approval, pending counsel's feedback. Kristen said that timing would still allow the roofing contractor to begin work this summer if permits and bids proceed as expected.
