Staff seeks state grant to offset Floyd Hall trails costs; board notified

City parks staff informed the Parks & Recreation Advisory Board that the department is seeking a state grant to help fund recreational trails at Floyd Hall and the Morton Center.
Deputy Director Amy Jean Baptiste said the department is applying to the Florida Department of Environmental Protection for a grant request of $450,000; the city’s matching contribution would be about $1.15 million. Baptiste said the overall project budget is approximately $6 million and that the grant would offset part of that cost.
Baptiste told the board the Floyd Hall/Morton Center neighborhood requested a public meeting to discuss the park and that a related outreach meeting had been scheduled. She also said the department is seeking public input as part of the grant process; the board was asked to be aware of the application and outreach rather than to take formal action.
Board members raised questions about an existing long‑term lease relating to Little League facilities at the site; staff said they are working through compliance and lease issues and encouraged board members to attend the public meeting to hear details and provide input.
