The city manager is the appointing authority for all other city positions." Martina said the change is intended to clarify the ultimate appointing authority and not to remove any authority from the Merit System Commission.
Commissioners moved and seconded to accept the first reading; a roll-call vote in the transcript shows affirmative votes by Mr. Watts, Mrs. Delf, Mr. Kempe and Mrs. Wacey and the motion carried. Martina said staff will confirm whether other boards have similar language and will pursue consistent updates where necessary.
The amendment passed its first reading; further readings or formal adoption would follow the commission’s rule-change procedures and any related council actions.
