The Moraine Merit System Commission certified a presumptive list of police cadet candidates and received staff updates on ongoing police hiring processes during its April 1 meeting.
Commissioners approved a motion to certify and release the presumptive cadets candidate list after staff reported multiple applicants in various stages of processing. The commission was told three lateral applicants remain “in progress,” and the entry-level list includes more applicants with several moving into background checks; one candidate was reported as pending a pre-employment polygraph this week.
The certification drew explicit procedural reminders. The commission chair said, “Now, you do know that since we certified this list of names, any others that apply cannot be added to this list. It has to be a new list,” and commissioners reiterated that lateral lists are not certified while entry-level and cadet lists require formal certification. Staff said some applications arrived after the list was prepared; those would need to appear on a new list.
Staff told the commission the majority of the entry-level applicants do not hold prior peace-officer certification; there “may be one or two” with certification among earlier applicants. Commissioners asked whether the department could hire more cadets at once; staff and commissioners discussed the department’s practice of hiring one cadet at a time and whether hiring multiple cadets would be beneficial.
A motion to certify the presumptive cadet list carried on a roll call; commissioners voting yes were recorded in the meeting transcript as Mr. Watts, Mrs. Delf, Mr. Kempe and Mrs. Wacey. Commissioners instructed staff to document reasons in candidate folders when applicants are found not viable.
The commission also heard that, for lateral and entry-level processes, some applicants have withdrawn or failed to meet qualifications, and staff continue to pursue outstanding documentation before advancing candidates. No changes to minimum qualification requirements were adopted at the meeting.
The commission set its next regular meeting for Wednesday, May 7 at 9 a.m.
