The Cottage Grove City Council on April 2 approved a package of land‑use permits and a development agreement for a proposed Kwik Trip convenience store with traditional and diesel fuel canopies at the intersection of Jamaica Avenue and 90th Street South.
Senior Planner Samantha Parrott told the council the site is zoned I‑1 (general industrial) and that the proposal meets setbacks, height, materials, landscaping and parking requirements. The applicant proposes a 24‑hour store expected to hire 25 to 30 employees and to be accessed via three driveways on 90th Street; Parrott said a right‑turn lane will be constructed to facilitate northbound traffic to Jamaica Avenue. The plan retains access through the site to the city's compost facility, which is operated by Rumpka; an access agreement for that use was included in the council packet.
The applicant requested a variance to allow a 0‑foot lot line setback for a 22‑foot‑wide, 300‑foot‑long parking/driving lane encroaching on city property to the east; the packet included an encroachment agreement and a note that three overhead light poles will be within the encroachment. Parrott explained the variance is driven by constrained buildable area and the need to accommodate larger truck access.
Councilmember Thiede moved to adopt Resolution 2025-543 approving the conditional use permit; Councilmember Claussen seconded. Councilmember Garza moved Resolution 2025-542 approving site plan review and the variance to the minimum side yard setback for a parking area and drive lanes; Councilmember Thiede seconded. Councilmember Claussen then moved to approve the development agreement with Kwik Trip, and Councilmember Olson seconded; all motions carried by voice votes.
Lisa Watson, representing Kwik Trip, told the council the company has not set a firm construction start date and will coordinate timing with city staff when the schedule is clearer. The development agreement and the access/encroachment agreements are part of the council packet and will be executed by the applicant and the city staff following final administrative steps.
The approvals allow the project to proceed toward permitting and construction sequencing, but the council did not set a specific groundbreaking date.
