Council adopts Cultural Arts Master Plan recommendations and amends cultural development fund budget

The El Segundo City Council on April 1 approved recommendations from the Cultural Arts Master Plan and adopted an amended fiscal 2025–26 cultural development fund budget that details staffing and program funding for the city’s arts initiatives.
Recreation, parks and library Director Ali Mancini and Arts and Culture Advisory Committee members presented the plan and the cultural development fund request. The master plan sets four goals: building a sustainable future for arts and culture, creating awareness and accountability, boosting visibility for cultural development fund partners, and hiring staff to ensure program stability. The council approved recommendations to expand and enhance communications to promote programs and to document and disseminate program findings and successes.
The council approved a cultural development fund budget for 2025–26 with a total request of $267,000 for items the presenters specified, including $110,000 for a cultural arts coordinator, $57,000 for the El Segundo Art Walk, and $7,500 for an Arts and Cultural Community Engagement Fund. Council previously approved $127,500 for a public art installation at the Eurusari Swim Stadium. The council directed staff to move funding for the summer Concerts in the Park series from the general fund to the cultural development fund and to maintain 75% of the cultural arts coordinator position’s funding from the cultural development fund; staff will identify the appropriate general fund source for the remaining 25% based on duties.
Council approved the master plan recommendations and the amended budget. The council’s action includes new communications and reporting steps and reallocates several event and staffing expenses into the cultural development fund; staff will implement those changes through the city’s budget and program management processes.
The cultural arts committee will continue to work with staff to implement the plan’s recommendations and report back on progress under the city’s standard reporting schedule.
