Council approves minor lot-line tweak and new drainage easements in Hawthorne Pines

The Cottage Grove City Council on April 2 approved a boundary line adjustment for Lots 3 and 4, Block 4, Hawthorne Pines Second Edition, and passed a companion resolution to vacate and reestablish drainage and utility easements.
The action, introduced by Community Development Director Emily Schmitz, will shift a lot line roughly 2.5 feet so the required 15 feet between buildings on adjacent lots is maintained and will replace the existing easements with new recorded drainage and utility easements tied to the revised property lines.
Schmitz told the council the change is technical and intended to ensure setbacks between buildings. "The new lot line is shifted about 2 and a half feet," she said, and the city will record new paper easements that serve the same purpose as the prior easements. No members of the public spoke during the public hearing.
Councilmember Thiede moved approval of Resolution 2025-046, and Councilmember Garza seconded. Earlier in the meeting the council also adopted Resolution 2025-045 to vacate, rescind and terminate certain related easements before enacting the new placement.
The approvals were procedural steps to align recorded easements with the developer’s revised lot configuration; the council did not attach additional conditions or remap zoning for the lots. The city clerk recorded the resolutions and directed staff to complete the easement recordings.
For now, the adjustments apply only to Lots 3 and 4 in Block 4 of Hawthorne Pines Second Edition; no other development approvals were made as part of this action.
