Richland County authorizes BRIC grant application and consultant to update hazard mitigation plan

Richland County commissioners voted to authorize submission of documents to pursue federal BRIC (Building Resilient Infrastructure and Communities) funding to update the county hazard mitigation plan.
Rebecca Owens, the county EMA director, told the board the hazard mitigation plan is due for update and that the county intends to apply through the Ohio EMA as part of the state's consolidated application. Owens said the request totals $40,000: roughly $30,000 in federal BRIC funds with a $10,000 local cost share. The county proposes to hire Resource Solutions of Norwalk, working with consultant Sandy Hovest, to lead the planning process.
Owens said the update will be a lengthy process — likely about a year — and that the county must submit a letter of commitment and a cost-share worksheet to Ohio EMA to proceed. Commissioners noted a small typo in the application timeline and moved to authorize county signatures on the grant documents; the motion passed unanimously.
The board also approved a separate, routine fair booth rental contract at the meeting and other agenda items that followed the grant discussion. Owens said the current hazard mitigation plan was updated in 2021 and that such plans are typically reviewed on a multi-year cycle.
