Commission approves partial abandonment of access easements for Mandeville property, retaining 20-foot access

The Washoe County Planning Commission on April 1 approved a partial abandonment of county interest in portions of access and utility easements on a government homesite parcel at 1600 Taos Lane, allowing a 16-foot segment of the northern easement and a 13-foot segment of the southern easement to be abandoned while preserving a 20-foot access easement to maintain consistent road and utility access for adjacent properties.

Trevor Lloyd, planning manager with Washoe County Planning and Building, presented the application and told commissioners the subject parcel is a one-acre government homesite in the Southwest Truckee Meadows with a regulatory zone of low-density suburban. Lloyd said the applicant and an adjacent property owner agreed that retaining a 20-foot access easement would maintain uniform road and utility access while accommodating the abandonment request.

H. William Brooks, who owns parcels east and west of the subject property, spoke in favor of the partial-abandonment proposal, saying the retained 20-foot remainder would perpetuate uniformity of access for neighboring parcels.

Commissioner Jim Barnes moved to approve abandonment case WAB25-2 for the William C. Mandeville Family Trust, specifying abandonment of a 16-foot portion of the northern access easement and a 13-foot portion of the southern access easement while retaining a 20-foot remainder. The motion was seconded and passed by unanimous voice vote.

Staff will record the approved partial abandonments and the conditions in Exhibit A; the action preserves a 20-foot access corridor for continued road and utility access to surrounding parcels.
