Concord Township Council on April 1 approved the consent agenda, which included March payroll, current bills and sewer bills, and accepted several land development and conditional use filings for administrative review.
Dana, reporting the finance quarterly update, told the council that current real estate collections total "$826,303" and that first‑quarter actual revenue is "$1,270,321." She said auditors completed field work for the 2024 financial audit and the township was awaiting state pension reports to finalize statements. Dana also reported that ARPA and grant monies received year to date total "$816,750," and first‑quarter actual expenditures were "$1,152,856." "Approximately 03/1000 of current revenues will be reclassed to the proper fiscal year of 2024," she said.
The council approved certificates and payment releases described in staff reports: payments to Moore Construction ($51,220.11) for Smithbridge Park, AJM Electrical ($22,320) for the sewer UV electrical work, and Guy M. Cooper Inc. ($15,400) for a fire suppression system at the community center. The meeting record also listed final financial releases to Valley Pointe Church and payments to developers for pump station and retail projects (amounts and recipients cited in staff presentation).
Planning and land‑use actions: staff accepted filing plans as complete for a final minor subdivision at 39 Kirk Road (two lots); a preliminary major subdivision at 814 Shavertown Road (three lots); and a conditional use application for outdoor dining at 996 Baltimore Pike (Heroes Bar & Grill). Planning staff and the council discussed that a zoning review during the land‑development review will identify whether conditional‑use approval or zoning‑hearing relief is required for particular submissions.
Road program: the council authorized advertising the township road program bid package. Staff listed roads included in the advertisement such as Matson Road (two segments), Spring Valley Road, Rochester Road (Baltimore Pike to 600), Heritage Hill Drive and others; an alternate bid for Cross Creek Drive was included.
