Public comment included neighborhood concerns about outdoor music volume from a resident directly across the street. "How loud their outdoor music is going to be — can they promise to keep the volume down?" one commenter asked. Chris Hedgard, president of Need to Speed, responded on the record, saying music on the patio will be conversational and that nearby highway noise would likely dominate, making patio music difficult to hear at the far side of the freeway.
Commissioners voted to approve the amendment without a staff presentation, calling the change administrative; the motion carried with a unanimous vote. No additional conditions were added beyond the staff recommendations listed in the report.
