Council approves professional services agreement for AquaMetric AMI fixed-base metering network

The Livingston City Council voted unanimously Thursday to authorize a professional services agreement with AquaMetric to install Fixed-Base FlexNet AMI (advanced metering infrastructure) technology and to waive formal bidding requirements under the municipal code.
Staff presented the item as a move away from the current drive-by meter-reading system, which they said requires two to three staff days each month. Public Works said the city already has SmartPoint radio endpoints on most meters; installing a fixed collector will allow the existing endpoints to transmit usage at frequent intervals and enable customer usage graphs, leak and tamper alerts, and conservation tools.
AquaMetric representative Steve said the project is a sole-source recommendation because the city has existing SmartPoint endpoints and Sensus smart meters that are proprietary to the AMI system proposed. He also said AquaMetric is the authorized dealer for the equipment in Northern California.
Council members pressed staff on costs, fund account numbers and whether alternate systems would be more economical long-term. Public Works said most meters are compatible with the proposed register endpoints and estimated phased replacement of endpoints for full coverage; staff also said an extended warranty can cover antenna replacement.
Councilmember Paul moved to approve the resolution; Councilmember Wallace seconded. The roll call vote was 5–0 in favor and the resolution passed.
