Livingston honors Explorer Scouts, recognizes lead advisor for service to youth

The Livingston City Council presented awards Thursday to Explorer Scouts who logged more than 15,000 hours of community service in 2024 and recognized the program’s lead advisor, Officer Zeus Baldivia, for his years of service.
Councilmember Japjeet Singh Upal introduced the group and said the explorers work “from Nagar Geetha on Sunday to Christmas events” and support many community activities. Officer Baldivia and other police staff announced student recipients and adult volunteers and distributed certificates and pins.
The council highlighted individual milestones: several explorers were close to or had reached 500 hours of service, and the mayor noted one explorer at 496 hours. Council members and staff praised the program for mentoring teens and providing “hands-on training” with local law enforcement that supports leadership, discipline and community involvement.
The council also singled out Officer Baldivia for a distinguished service medal and a city service certificate, noting his 18 years with the Livingston Police Department and prior awards for public service and safe driving. Upal said Baldivia helped start the Explorer Post in 2012 and has worked with “over 300 Livingston youth through the program.”
Parents, volunteers and public-safety staff were thanked by councilmembers for supervising trips and mentoring students. The ceremony concluded with photos and an invitation to the community to continue supporting youth programs.
