Beaver County commissioners approved a conditional use permit (CUP) for a privately owned canyon event center after hearing a detailed presentation from the applicants and planning staff and agreeing a handful of permit conditions needed to be edited before final signatures.
Applicants Aaron and Kyle presented plans for a proposed venue on Canyon Road: initially described as roughly 5,000 sq ft and later expanded in conversation to about 6,000–6,500 sq ft. They said the project budget target was approximately $1.5 million. The applicants said typical uses would be weddings and community events, and estimated a likely seating capacity in the 240–287 person range under current layouts. Their draft parking plan showed about 40 parking stalls on-site; county staff pointed to the ordinance standard of roughly one parking space per five attendees for event centers, which would increase the parking requirement for larger capacities. The applicants said they expect to revise the parking layout to comply.
Commission discussion focused on three technical items: road/access improvements, parking, and perimeter screening. Commissioners and staff determined there is no new county road to maintain (contrary to a standard road-maintenance condition), and agreed to replace the road-maintenance requirement with a permit condition requiring the applicant to provide a paved apron and safe walking-path access from Canyon Road, with a turnaround so vehicles do not block the roadway. The commission also asked the applicant to demonstrate on-site parking is sufficient and contained within the parcel (staff noted county ordinance requirements), and to provide more details on parking counts before final permit issuance.
For privacy and noise mitigation, the applicants said they will build an engineered berm (8–9 feet) with landscaping and a permanent deer fence; commissioners asked that the landscaping and deer-fence plan be incorporated as a permit condition. The board also discussed hours of operation; applicants and commissioners agreed typical events would end by 10:00 p.m., with a later absolute maximum of midnight noted in the discussion as the outer limit but the board signaled a preference for earlier end times on most events.
After discussion, a commissioner moved to approve the CUP with the edits described (replace road-maintenance condition with walking-path/apron requirement; require parking layout to meet ordinance once final capacity is set; require landscaping/berm and deer-fence details). The motion was seconded and carried by voice vote.
Applicants were invited to continue refining final engineering drawings, parking counts, and the access apron plan; county staff said the final permit would be issued after those required edits and attachments were provided and accepted by planning staff.
