The commission approved a contract of up to $4 million with WestEd to begin phase two of the statewide evaluation of the Behavioral Health Student Services Act (BHSSA). WestEd previously completed the planning phase (phase one) and worked with commission staff to design a multi-component evaluation. Phase two will implement the plan over two years.
Staff described phase-two activities: (1) a contextual descriptive analysis to establish a student behavioral health baseline and a student behavioral health index using sources such as the California Healthy Kids Survey, CALPADS, census and administrative datasets; (2) surveys and key-informant interviews to measure partnership development and systems change among BHSSA grantees; (3) grantee case studies for an in-depth look at implementation, partnership dynamics and local impact; and (4) an implementation and impact analysis linking program components with student- and school-level outcomes where data permit. Staff noted the evaluation will use multiple data sources and ongoing community engagement and that the contract funds a sustained evaluation team and outreach activities.
Commissioners asked for more detail on deliverables, data sources and timeline; staff said WestEd will produce interim deliverables and that the commission will receive updates. The motion passed on roll call; several commissioners registered abstentions. The vote authorizes staff to finalize a contract up to the approved amount and proceed with phase-two implementation.
