Public works previews WSDOT National Highway System preservation grant opportunity

The council received an information-only presentation from Public Works Design Engineering Manager Carla Maloney about a Washington State Department of Transportation (WSDOT) notice of funding opportunity for the National Highway System (NHS) Preservation Program, funded by the Federal Highway Administration.
Maloney said the city previously received a similar grant in 2023 for a pavement restoration project at 60th Avenue South and West James Street between Meeker and Washington Avenue that is now in design and scheduled for construction next summer. For the current cycle the city has identified two candidate segments: James Street between Washington Avenue and Central Avenue North, and 16th Avenue SE from SE 270th area to Kent-Kangley (SR 516). Maloney said the segments have not seen major restorative pavement work for more than a decade and that maintenance crews’ interim repairs support a competitive grant application.
If awarded, Maloney said the NHS grant would cover 100% of eligible design and construction costs for approved locations. The city will submit applications to WSDOT in April. Council questions focused on the stability of federal funding; Maloney said she had not heard of imminent changes affecting the program and advised the best available information is the federally published program guidance.
No action was required; staff will prepare and submit the applications.
