Directors report: High Point Pass ROW delay, improved PACER ratings, ANR pipeline work, Division Road timing and County Line traffic-control coordination

Public Works staff presented a broad directors report covering capital projects, pavement ratings, a regional pipeline, traffic-control coordination and recent service complaints.

High Point Pass: Staff said the High Point Pass road project completed approvals with the board but the village is awaiting final village-attorney review and the transfer of land needed for right-of-way acquisition; once the transfer closes, contracting and construction can begin with staff aiming for spring start and substantial completion by August.

PACER ratings: For the first time in several cycles the village completed PACER road-condition ratings in-house. Preliminary results show an average segment score of about 6 out of 10 compared with 5.7 in 2023, reflecting recent road investments. Staff said ones and twos are rare, with many roads in the 3-to-4 range; a full report will be presented at the May meeting.

ANR/TC Energy pipeline work: Staff noted TC Energy is performing a pipeline upsizing project that runs along the western quarter of the village and near the county park; residents have noticed construction activity and staff mapped the alignment for committee members. The work is a utility project not conducted by the village.

2025 road program and Division Road: Contracts for the 2025 road program are in place and preconstruction meetings are scheduled. Rockfield and ARIP segments, seal-coating phases and an LRIP project (Squire) are moving forward. Division Road remains delayed by utility conflicts and right-of-way acquisition; staff said construction may slip to next year although they are working to keep the project on this season if possible.

County Line Road traffic control: Staff reported that prior adaptive coordination among several corridor signals is no longer supported by the system owners; the fiber that was installed for an older adaptive system appears obsolete for the currently unsupported platform. As a result, corridor intersections controlled by different jurisdictions (village, Menomonee Falls, WisDOT) are operating largely independently. Staff are exploring options with WisDOT, the county and neighboring municipalities and noted the recently submitted SISP application could help address some coordination.

Waste Management service complaints and contract considerations: Staff said the village received a high volume of recent complaints about missed collections. The contract with Waste Management has favorable pricing and a multi-year term but contains performance standards for missed-route response and communication. Staff secured a commitment from Waste Management to improve resident outreach on missed collections and to cross-train backup staff on village routes. Committee members discussed reviewing contract provisions and exploring other collection providers when the contract comes up for renewal, while noting local tipping fees affect overall cost regardless of collector.

Recycling center and operations: Staff reported summer hours at the recycling center (Tuesday, Thursday, Saturday) and that roughly 2,000 residential permits have been issued; staff will monitor traffic and usage as the season warms.

Public information meeting: Staff said they plan a late-April public informational meeting to review Public Works services and projects for interested residents.

No formal actions beyond previously mentioned contract awards and the SISP application motion were taken in the directors report.
