Subcommittee moves water service application and water‑policy changes on hazardous materials to council

The Prescott City Council Subcommittee on Water Issues voted April 1 to forward recommended changes to the city’s water service application and the 2022 Water Management Policy to the full council. The draft changes add applicant disclosure fields and policy language connecting new water service approvals to pretreatment and stormwater permitting requirements.
Brian Rees, water resources environmental services manager, said staff added checkboxes and fields to the water service application so applicants indicate whether their proposed use will introduce hazardous materials or industrial discharges that may require pretreatment or stormwater (MS4) controls. Rees said the changes are intended to provide clearer notice to applicants that compliance with pretreatment or stormwater permitting programs may be required and that the applicant would bear costs associated with those compliance measures.
“The application includes fields to indicate the use and what type of hazardous materials may be introduced so staff and council can understand potential pretreatment conditions,” Rees said.
Draft policy language added a short description of the city’s pretreatment program for wastewater and a new section describing the municipal separate storm sewer (MS4) program and associated permitting. Rees said the recommended amendments are consistent with regulatory requirements and will help staff and council identify when developments require pretreatment or stormwater controls.
Legal review: Rees told the subcommittee legal had reviewed the materials to date and staff would coordinate further with the city attorney to ensure contract and development‑agreement boilerplate captures pretreatment/discharge responsibilities.
Motion and vote: The subcommittee moved and seconded to approve the changes and forward resolution number 2020Five‑nineteen23 to the full council for approval. The motion passed 3–0.
Staff will submit a council resolution and revised water service application for formal adoption by the full council and coordinate final legal review.
