Committee members asked why a 10 percent contingency was not included; staff responded that because the contract covers mostly design and is a not-to-exceed agreement, a separate contingency was not deemed necessary.
A committee member also questioned the quoted 197 engineer hours; staff said wells are complex and the hours reflect required work to evaluate chemical treatment needs, well-house infrastructure and any upgrades. The motion to award the contract passed by voice vote; the transcript records the vote as unanimous.
